The Centers for Medicare & Medicaid Services (CMS) require states to establish and support these councils, which play a crucial role in giving Medicaid members a voice in program planning and oversight. The purpose of a BAC, as required by CMS, is to provide input and feedback on the administration of the Medicaid program to the state. This includes sharing experiences, needs, and insights to inform policy and program improvements.

The Department of Healthcare and Family Services is establishing an N.B. Stakeholder Subcommittee of the Medicaid Advisory Committee (MAC).

On January 16, 2018, United States District Judge Jorge L. Alonso approved the terms of the N.B. Consent Decree, which was agreed to by the state of Illinois and the Plaintiffs. The purpose of the Consent Decree is to design and implement a systemic approach through which all Medicaid-eligible children under the age of 21 in the State of Illinois, with reasonable promptness, will be provided the Medicaid - authorized, medically necessary intensive home and community-based services, including residential services, that are needed to correct or ameliorate their mental health or behavior disorders. The Stakeholder Subcommittee will be asked to provide feedback and input on specific aspects of the Implementation Plan, as requested by HFS.

This subcommittee was established to advise the Medicaid Advisory Committee on strategies to enhance access to quality, equitable, and community-based care for seniors and individuals with disabilities. Comprised of diverse stakeholders, including Medicaid customers, the subcommittees aim to identify barriers, develop evidence-based recommendations, and ensure that long-term services are accessible, efficient, and free from discrimination based on race, gender, language, disability, sexual orientation, or socioeconomic status.

Appoint the Child Support Advisory Committee to be composed of members of the General Assembly, the judiciary, the private bar, and others with expertise specific to child support establishment and enforcement.

Among the tasks of the Committee shall be the periodic review of the state's child support guidelines as required by the federal Family Support Act of 1988.

The federal regulation eCFR § 42 CFR 456.703 -- Drug use review program. requires state Medicaid pharmacy programs to establish and maintain a DUR Board. The department makes prior approval and Preferred Drug List (PDL) decisions in consultation with the Drugs and Therapeutics Advisory Board (D and T Advisory Board). The D and T Advisory Board is comprised of practicing clinicians representing various specialties who actively participate in the Illinois Medicaid Program.
