Application for Managed Care Community Network Certification
The Illinois Department of Healthcare and Family Services (HFS) has opened the application period for entities seeking MCCN certification. HFS will consider responses from provider-led entities seeking MCCN certification that are submitted timely, conform in all material respects to the application requirements, include all mandatory attachments and supporting documentation, and meet the criteria for MCCN certification.
Applying for MCCN certification does not guarantee or imply selection for any future Medicaid managed care contract opportunities. All certification decisions will be made independently and in accordance with applicable laws and rules. For information on MCCN eligibility criteria, standards, and requirements, please refer to 89 Ill. Adm. Code 143.
The Department will review application received no later than 11:59 CDT on August 4, 2025. Applications submitted to the Department after 11:59 p.m. CDT on August 4, 2025 will not be considered. Questions regarding this application should be directed to HFS.MCCN.Certification@Illinois.gov.
A Managed Care Community Network (MCCN) is an entity, other than a Health Maintenance Organization (HMO), that is owned, operated, or governed by providers of health care services within Illinois and is certified by the Department as risk-bearing entity solely for the purpose of meeting the requirements of a Medicaid Managed Care Organization (MCO), as defined in Section 1903(m) of the Social Security Act. MCCN regulations (89 Ill. Adm. Code 143) can be viewed on the Joint Committee for Administrative Rules website.
Section 5/5-30.6 of the Public Aid Code mandates that, effective March 12, 2018, any new contracts between the Department and an MCO, including an MCCN, shall be procured in accordance with the Illinois Procurement Code.
