HFS HL7 ADT Data Quality Standards

HL7 ADT Data Standards ensure consistency and interoperability when submitting patient demographic and administrative data.  The information on this page is intended for contributing healthcare provider technical teams and serves as a guide to correctly format and submit HL7 ADT messages to the HFS HealthChoice Illinois ADT portal.

HL7 ADT Message Structure includes key segments, fields, and data elements involved. Provided below is a high-level overview of the ADT message structure.  Please take note of the expected data quality percentage.  We want to emphasize the importance of accurately populating patient demographics, admission details, discharge information, transfer information, and other relevant administrative data.

The Data Quality Standards outline the specific data requirements for each segment and key fields within the HL7 ADT messages. It details the necessary information that contributing providers must include, such as patient identifiers (e.g., patient name, medical record number), admission details (e.g., admission date/time, admitting physician), discharge information (e.g., discharge date/time, discharge disposition), transfer information (e.g., transfer date/time, transfer facility), and other administrative data elements.  The guideline includes information on data formats, data types, permissible value ranges, data validation rules, and any specific formatting requirements or constraints for each data element.

Please Note: If a contributing healthcare provider sends in a Medicaid claim, the Illinois Department of Healthcare and Family Services expects to receive an HL7 message when the patient presented at the facility.

Send an email to HFS.HealthChoiceIllinoisADT@Illinois.gov by 08/31/2023 to provide the appropriate contact information of your hospital system's compliance officer(s) and technical team member(s) related to HL7 ADT (Admission, Discharge, Transfer) integration to receive your hospital system's data quality report.

Quality Report and Schedule Discovery Call

After receipt of the data quality report, it is required to schedule a discovery call by 09/31/2023, to review the report with HFS and PointClickCare (formerly known as Collective Medical Technologies) to determine current hospital system baselines and expectations for Data Specifications.  All calls should be conducted by 12/31/2023.

During the initial discovery call, a case will be created with PointClickCare. Technical teams will be engaged to create project plans for remediation (mapping, testing, validation, and final review).

  • Note: If a hospital-system sends in a Medicaid claim, HFS  expects an HL7 message to have been sent to the agency when the patient presented at the facility.

 

Final Review

Final Review of the data quality thresholds are expected to be completed by 06/01/2024.

 

Annual Reviews

In the future, annual reviews will be conducted with continued outreach if ADT thresholds fall under required percentages by hospital systems.
