Who is Myers and Stauffer?

Myers and Stauffer (MSLC) is a consulting firm partnering with HFS to assist with the SLP Quality Metrics Process (QMP).

Do we have to submit Verification support documents every quarter?

No. During the first year of submissions, your SLP will be randomly selected to submit for 1 (one) quarter of that year. Beginning the second year of submissions, your SLP will be randomly selected to submit for 1 (one) quarter at least every 2 (two) years.

What if I need to change who has access to the portal for my SLP?

On the Help Resources tab of the IL SLP Web Portal https://slp-il.mslc.com/, you can download the IL SLP Portal User Access Form. On it there will be a space to tell us who the new user is and who they are replacing. 

Note – only two users can have access to the portal at any given time.

When are submissions due and what is the data period we are submitting for?

Failure to submit the Quarterly Metrics Reporting template or verification documents (if selected for verification review) will result in suspension of the Quality Add-on Payment.    

How do I know if I have been chosen to submit Verification support documents?

You will receive an email from ILSLP@mslc.com notifying you prior to submission. 

How do I submit verification support documents?

DO NOT send any documents to ILSLP@mslc.com. Once you login to the portal, you will click on the Stat Log and navigate to the current reporting period and upload into the Verification Files event. 

DO NOT upload verification documents in picture format (JPEG, GIF, PNG, etc.).

What if we are a new SLP or had a change of ownership?

You will be exempt from submitting until after the first quarter of your open date. Please be sure to notify MSLC at ILSLP@mslc.com to let us know of any changes.

Were any of the trainings recorded and sent out and where can I get training or guidance documents?

The training session on 2/24/2025, was recorded and a link can be found on the Help Resources tab of the IL SLP Web Portal.  This is also where additional information and reference documents can be found.

Should specific questions be referred to HFS?

HFS has advised questions should be directed to MSLC at ILSLP@mslc.com

Where do I find the Metrics Reporting Template for the quarter?

Once you login to the portal, you will click on the Stat Log and navigate to the bottom, where you can download the uploaded Quarterly Metrics Reporting Template for the reporting period. 

What are considered verification support documents?

When you upload your IL SLP Quarterly Quality Metrics Reporting Template, please upload any documents and calculations that support the data. Support documents should include: 

  • Weekly Census

  • Documents and/or calculations verifying Census numbers for each day of the 3 weeks specified in the Quality Metrics Reporting Template. 

  • Do not count any days out of the facility (bed hold days, hospital stays, NF stays, etc.). 

  • Quarterly Occupancy (or Census)

  • Documents and/or calculations verifying Census numbers for each of the months specified in the Quality Metrics Reporting Template. 

  • Do not count any days out of the facility (bed hold days, hospital stays, NF stays, etc.).

  • Staffing Summary 

  • Documents such as payroll registers or payroll journals and any additional calculations to clearly verify hours reported as worked by RN/LPN/CNA in Quality Metrics Reporting Template.

  • Do not count hours for PTO, Sick Time, Holidays, CE, etc.

  • Documents such as payroll registers or payroll journals and any additional calculations to clearly verify on-call hours worked by RN/LPN in the Quality Metrics Reporting Template.

  • Do not count hours for PTO, Sick Time, Holidays, CE, etc. 

 

I am having issues logging into the portal, what should I do?

We suggest closing all your browser windows, then going back to the IL SLP Web Portal and doing a hard refresh (ctrl + refresh). 

When reporting number of census days, should I be putting the number of residents for those days?

Please provide a detailed daily census for every single day of the month residents were present in the facility, for all three months and specific weeks requested. DO NOT count bed hold days, Nursing home days, hospital leaves, etc.

How do I submit my completed metrics reporting template?

DO NOT send any documents to ILSLP@mslc.com. Once you login to the portal, you will click on the Stat Log and navigate to the current reporting period and upload into the Quarterly Metrics Data event. The Reporting Template must be kept in its original Excel format.

Is SLP new to our facility or is it something we have been participating in for some time?

This is an HFS initiative for Supportive Living Program (SLP) providers. SNF and Assisted Living Facility (ALF) both fall under IDPH’s purview, and not HFS. This training and information would not be relevant to SNF and ALF. 

If I made a mistake on my Metrics Reporting Template, can I upload again?

Yes, you can upload as many times as you need by the quarterly due date.

 

I submitted a staffing schedule for all three months to support my staffing hours, is that sufficient?

Your staffing support documents should reflect the number of hours your staff worked in the facility each day for the specified weeks (clock in/clock out). Please clearly identify staff that are CNAs, LPNs, and/or RNs in supporting documents.  All staffing hours should be net of PTO, Sick Time, Holidays, CE, etc. 

How do I choose my provider type?

You will place an X into the provide type cell that is associated with your SLP. Do not put numbers.

I have been asked?

How do we know which weeks to report for?

Once the template for the quarter is available, providers will receive an email. The three weeks are randomly chosen by HFS. Please see page 7 of the IL SLP Portal Manual for the due dates and the quarters associated.

Have the goal metrics been released already (i.e. nursing hour goals)?

No. The goal metrics have not been released yet. This first year will help determine the baseline metrics moving forward.

Can we go into the portal at any time to enter data throughout that quarter to ensure it will be input timely?

Yes. Once you receive the email that the template for that quarter is available, you can submit data whenever needed prior to the due date.

Is the template only related to staffing and census or is there other information?

Yes, it is only related to staffing and census.

Do we submit data on unplanned hospitalizations or emergency department visits?

No. That will be taken from claims data provided by HFS.

How is census counted?

We recommend following Medicaid billing rules regarding census counts; census is determined at midnight. Exclude all days out of the building for bed holds, hospital visits, NF stays etc.

For bed hold days, do we exclude all days out of building, regardless of payer source, payable, type (first 24 hours of home visit)?

Yes, exclude all days out of the building for bed hold. They must be in the bed to count for that day. We are calculating staffing hours per individual in the facility. The hours are for when care is attached to the provision of services for the individual. This is not looking at cost for the provider. It’s looking at the quality metrics of hours of care being provided. 

When counting net staffing hours worked do we include lunches?

No. Staffing hours are net of PTO, holidays, sick time, CE, lunches etc. 

Please define "Medicaid" and "Non-Medicaid" days

The resident will either be Medicaid or Non-Medicaid. Anything pending is considered Non-Medicaid until Medicaid is approved, this includes Medicaid pending and public aid pending.

Our SLP facilities are part of a campus which also has a SNF.  Some department employees such as Dietary and Maintenance staff cover both the SNF and the SLP.  How will hours be used, and do we need to figure a way to report those hours on the SLP facilit

Hours reported for the SLP metrics will only be for direct care workers – so RN, LPN, and CNA. 

We have 22 and older, both age groups, will that be two separate reports?

Yes, only if you have two separate Medicaid IDs.

How do you track "on call" hours?

We suggest creating your own system to track the number of hours the on-call person actually worked. For example, if a person is on call for the whole weekend but only provides direct care for one hour, then you track one hour.

Is there somewhere where it specifically states how many RN or LPN hours worked per week?

The total hours are calculated in the Staff Information tabs in the Total rows after entering the hours per day in the RN and/or LPN rows. 

If the ED (executive director) is an RN and does help with care and/or care coordination, does that count towards RN hours?

Yes.

If the RN is providing an RN level of care but also performing the role of a CNA, how is that tracked?

Everything is tracked as an RN unless the RN is only performing CNA duties then they will be tracked as a CNA. We also ask that you clarify this in the extenuating circumstances section below staffing hours

Are Resident Aides (RA) that do not provide direct care included?

No. The metrics are just looking at the clinical (RN, LPN, CNA) number of hours being provided per individual. A RA cannot do everything a CNA can do so the CNA is listed as the direct care worker.

Do residents that are temporarily in a SNF have to be discharged from Medicaid?

HFS confirmed they do need to be discharged from Medicaid. Medicaid will stop paying the SLP when they go into the nursing facility and then the nursing facility will get paid. If/when they are let out, they would then be re-enrolled into the SLP.

How are DON (Director of Nursing) hours counted if they are doing the RAI and ISPs?

DON is not on the schedule for administrative work, but if they’re doing the typical role of an RN, then it would be entered as RN on-site hours and notated in the extenuating circumstances.
