Proposed Changes in Methods and Standards for Establishing Medical Assistance Payment Rates for Certain Services

The Illinois Department of Healthcare and Family Services will hold a public hearing regarding proposed changes in methods and standards for setting certain payment rates for nursing facility services. The proposed changes are being made pursuant to Public Act 95-0744 (pdf). The hearing will be held at the department’s office located at 201 South Grand Avenue East, Springfield, Illinois on December 31, 2008, at 11:00 A.M. C.S.T. The proposed change is identified below.

For services provided on or after January 1, 2009, the support component for skilled and intermediate care facilities that was effective on January 1, 2008 shall be increased. The increase will be computed using the most recent cost reports on file with the Department of Healthcare and Family Services no later than April 1, 2005, updated for inflation to January 1, 2006, using standard Department of Healthcare and Family Services methods, procedures, and inflators.

The proposed change in reimbursement to nursing facilities is estimated to increase annual expenditures by $16 million.
