Proposed Changes in Methods and Standards for Establishing Medical Assistance Payment Rates for Certain non-institutional Services

The Department of Healthcare and Family Services (HFS) proposes to change the methods and standards by which certain services are reimbursed under the Illinois Medical Assistance program. These changes are being made in order to assure that reimbursement for services rendered by these classes of providers are consistent with the State’s fiscal year 2008 budget while maintaining access to necessary medical services. Effective October 1, 2007, HFS proposes:

To increase reimbursement for certain services provided under the home- and community-based services waiver for persons with developmental disabilities. These services are reimbursed through the Department of Human Services. Rates for services for which a patient contribution is required (e.g., residential services) will be increased by 2.0%; all other rates will be increased by 2.5%. It is estimated that these changes will result in an increase in expenditures of $11.7 million during the remainder of the current State fiscal year.

 

To increase reimbursement by 3.0% for developmental therapy, counseling, social work, and case coordination services provided through the Early Intervention Program. These services are reimbursed through the Department of Human Services. It is estimated that these changes will result in an increase in expenditures of $1.3 million during the remainder of the current State fiscal year.

 

To increase reimbursement by 3.0% for physical therapy, occupational therapy, and speech therapy/pathology, and audiology services provided to children. It is estimated that these changes will result in an increase in expenditures of $3.4 million during the remainder of the current State fiscal year.
