On October 11, 2011, the Joint Committee on Administrative Rules (JCAR) passed rule amendments implementing provisions of the federal Deficit Reduction Act of 2005 (DRA) and other provisions of federal law relating to the medical assistance programs, financial eligibility for long term care and transfers of assets.
