Due to repairs causing planned power outages in the area, the Joliet Regional Office located in the Bays Professional Center Building, will be closed to the public on Monday, May 6th.  The building is expected to reopen on Tuesday, May 7th.

J

Joint agreement - Also called a cooperative. A joint agreement is a voluntary association of school districts that join together to provide special education services.

K

KidCare - is now All Kids.

Learning disability - An eligibility category under IDEA, described in detail in the statute.

Least restrictive environment (LRE) - The setting determined by the IEP team that gives the child as much time as possible in general education settings and activities while meeting the child's learning and physical needs. It also means that special classes, separate schooling, or other removal of a child with disabilities from the general education environment occurs only when the nature or severity of the disability is such that education in regular classes with the use of supplementary aids and services cannot be satisfactorily achieved.

Level I Due Process Hearing - An administrative remedy for alleged violation of the rights of children with disabilities which was created under the Illinois School Code.

Level II Due Process Hearing - An administrative remedy provided under the school code which provides for appeal from Level I decisions. This remedy must normally be exhausted in order for a court to consider a special education matter.

Local education agency (LEA) - A public elementary or secondary school, or unit school district, or special education cooperative, or joint agreement.

Mainstreaming - This term refers to Idea's preference for the education of every child in the least restrictive environment for each student and has been most widely used to refer to the return of children with mild disabilities to a regular classroom for a portion of each day.

Medicaid - A joint federal-state entitlement program that pays for medical care on behalf of certain groups of low-income persons. The program was enacted in 1965 under Title XIX of the Social Security Act. It covers approximately 36 million Americans, including children, the aged, blind, disabled, and people who are eligible to receive federally assisted income maintenance payments.

Medicaid Management Information System (MMIS) - CMS-approved system that supports the operation of Medicaid Fee-for-Service reimbursement.

Medicare - The federal health insurance program for people age 65 and older, the disabled, and people with end-stage renal disease.

Modifications - Changes made to the content and performance expectations for students.

Multidisciplinary conference (MDC) - A required gathering under IDEA; the only body that can make certain determinations, specifically about a child's eligibility for special education.
