Re: HealthChoice Illinois ADT – Hospital Data Quality and Completeness Remediation

This notice reminds hospitals of their obligation to participate in the Department of Healthcare and Family Services (HFS) statewide technology platform, HealthChoice Illinois ADT (Admission, Discharge and Transfer), and to meet data quality standards and specifications required of the HealthChoice Illinois ADT system. HFS is now also recommending that hospitals integrate ADT data back to their hospital electronic health record (EHR) systems.

All hospitals that are enrolled in the Illinois Medicaid Program Advanced Cloud Technology (IMPACT) system are required to transmit electronic notifications of admissions, discharges, and transfers for Medical Assistance Program customers in an HL7 format to the HealthChoice Illinois ADT platform. The functionality of this technology platform supports the Illinois’ 2021-24 Comprehensive Medical Programs Quality Strategy.

HealthChoice Illinois ADT staff will soon commence an effort to improve the data quality of the platform. Please click to review expected thresholds for standard HL7 segments and fields used in ADT transmissions. Hospitals will receive a report regarding their data quality efficiency and will be expected to work with HFS and PointClickCare (formerly known as Collective Medical Technologies) to meet expected thresholds. Please click for remediation requirements. Initial responses are required to be submitted to HFS.HealthChoiceIllinoisADT@Illinois.gov by 08/31/2023. Final reviews of the current data quality threshold standards are expected to be adhered to by 06/01/2024. In future years, annual reviews will be conducted with continued outreach if thresholds fall under required percentages by hospital systems.

With the support of the Illinois Health and Hospital Association and the HealthChoice Illinois ADT Technical Advisory Committee, HFS is now also recommending that Illinois hospitals integrate ADT information into their EHR systems. PointClickCare (PCC) offers SMART on FHIR for select EHR systems allowing users to access and contribute patient information to the PCC Network directly from within their EHR, streamlining workflows, at no additional cost.

More information and resources related to HealthChoice Illinois ADT can be found here. Questions regarding this notice and any requests for assistance with EHR integration should be sent to HFS.HealthChoiceIllinoisADT@Illinois.gov.
