Proposed Changes in Methods and Standards for Establishing Medical Assistance Payment Rates for Certain Services

The Illinois Department of Healthcare and Family Services proposes implementation of a revised hospital assessment and reimbursement program, beginning July 1, 2008. A principle purpose of the program is to provide funding for Medicaid reimbursable hospital services provided on and after that date. These changes are being proposed through amendments to the Illinois Administrative Code in Title 89, Part 148. These proposed changes were published in the Illinois Register on June 6, 2008, (Volume 32, Issue 23). The Illinois Register may be accessed via the Internet.

These changes are also available to the public as described below. The proposed amendments to Part 148 revise certain provisions of several sections and repeal several sections associated with the current hospital assessment program. New reimbursement methodologies, along with definitions and provisions applicable to all of the new Sections are also proposed. These changes are subject to federal approval. The estimated annual impact is expected to be $1.541 billion.

In addition to publication in the Illinois Register, the Department of Healthcare and Family Services will hold a public hearing regarding these proposed changes on June 24, 2008, from 1:00 p.m. to 3:00 p.m., in the 1st floor conference room of the Prescott E. Bloom Building at 201 South Grand Avenue East, Springfield, Illinois, 62704. At that hearing, the Department will present the proposed changes and allow, within the time allotted, interested parties an opportunity to provide written or oral comments.
