Provider Notice Issued 12/06/2021

Date:    December 6, 2021

To:       Skilled Nursing Facilities, Supportive Living Program Providers and Specialized Mental Health Rehabilitation Facilities

Re:      Reminder - HealthChoice Illinois ADT Mandatory Participation

_______________________________________________________________________________________________________________________________________________________

This notice reminds long term care providers of the general requirement to participate in HFS' statewide technology platform, HealthChoice Illinois ADT, by December 31, 2021. This requirement covers all IMPACT-enrolled skilled nursing facilities, supportive living program providers and specialized mental health rehabilitation facilities, hereinafter referred to as facilities/programs, that  use an electronic health record (EHR) system capable of generating data in an HL7 format or other accepted data format approved by the Department.

All facilities/programs that are not in compliance with this requirement to connect to the HealthChoice Illinois ADT platform will be subject to enforcement action and may be ineligible to participate in other programs administered by the Department.

For a majority of facilities/programs, the process to connect the EHR to the HealthChoice Illinois ADT platform has been streamlined and should require minimal staff time to complete.

If your facilities/programs do not have an electronic health record system, your participation in the HealthChoice Illinois ADT platform is not mandatory at this time. However, HFS encourages all providers to move to an electronic health record system and participate in the ADT platform as quickly as possible.

Long term care providers who are connected to the HealthChoice Illinois ADT platform will directly benefit by receiving timely information when patients are transferred in and out of hospitals and other facilities connected to the network to support better care transitions and care coordination. This information can increase efficiency for providers and improve the experience of care for patients.

Facilities/programs subject to the participation requirement will be considered compliant when the HealthChoice Illinois ADT system is receiving HL7 ADT notifications, or other accepted data format upon approval of the Department, from the facility or provider EHR system.

Facilities/programs that are not in compliance by December 31, 2021 will be required to submit regular status updates to the Department indicating active engagement toward compliance and status of progress on milestones leading up to full compliance.

Questions regarding your compliance with this requirement should be directed to: HFS.HealthChoiceIllinoisADT@illinois.gov
