Proposed Changes In Methods And Standards For Establishing Medical Assistance Payment Rates for County Owned or Operated Long Term Care Providers

The Department of Healthcare and Family Services (HFS) proposes to change the methods and standards by which nursing facilities that are owned or operated by a county government are reimbursed. These changes are being made in order to meet federal Medicaid requirements. These changes will be e ffective with dates of service on or after November 1, 2006.

The alternative reimbursement rate for county-owned or -operated nursing facilities will no longer be optional. With the proposed change, all county owned nursing facilities will be reimbursed using a single reimbursement methodology. With the single reimbursement methodology, the consideration of local government costs in excess of the nursing facility's rate shall be discontinued. In addition, the department will no longer use exceptional care rates for government owned nursing facilities.

These changes will have minimal effect on Medicaid liability.
