Notice of Public Hearing Regarding Proposed Changes in Methods and Standards for Establishing Medical Assistance Payment Rates for Long Term Care Services

The Illinois Department of Healthcare and Family Services will hold a public hearing regarding proposed changes in methods and standards for setting certain payment rates for nursing facility services. The proposed changes are being made pursuant to Public Act 96-0743, which requires: 1) a quarterly calculation of the nursing component of the reimbursement rate computed under the Minimum Data Set (MDS) methodology, and 2) a separate per diem rate for the reimbursement of care for persons on ventilators. The proposed rate for ventilator care will be $150 plus the average geographical area rate for staff time tied to ventilator care, and the average geographical rate for the support and capital rate components.

The hearing will be held on September 28, 2009, at 1:30 p.m., in the 1st floor conference room of the Prescott E. Bloom Building located at 201 South Grand Avenue East, Springfield, Illinois. At that hearing, the department will present the proposed changes and allow interested parties an opportunity to provide written or oral comments.

The proposed change in reimbursement to nursing facilities is estimated to have a minimal fiscal impact.
