Proposed Changes In Methods And Standards For Establishing Medical Assistance Payment Rates for Transportation Services

The Department of Healthcare and Family Services (HFS) proposes to change the methods and standards by which certain non-emergency transportation services are reimbursed under the Illinois Medical Assistance program. These changes are being made in order to assure that reimbursement for services rendered by these classes of providers are consistent with the State’s fiscal year 2007 budget while maintaining access to necessary medical services. These changes will be e ffective with dates of service on or after July 1, 2006.

The department will begin paying mileage for medicars and service cars beginning with the first loaded mile.

Service cars and taxicabs will be eligible to receive additional reimbursement for employee attendants.

The base and return trip rates for Madison and St. Clair county providers will be changed to $14.85 for both medicars and service cars. (The base rates for all other counties will remain the same.)

The rate paid for transportation to and from adult day services will increase to $8.30 per one-way trip (the current rate is $4.15). These services are reimbursed through the Department on Aging and the Department of Human Services.

It is estimated that these changes will result in an annual increase in Medicaid liability of $5.2 million.
