​Re: Cost-Sharing in the Health Benefits for Immigrant Adults and Health Benefits for Immigrant Seniors Programs

This notice updates hospitals and ambulatory surgical treatment centers (ASTCs) on the implementation of the non-emergency cost-sharing component of the Health Benefits for Immigrant Adults (HBIA, ages 42-64) and Health Benefits for Immigrant Seniors (HBIS, ages 65+) emergency rules under Public Act 103-0102 and announced via a June 16, 2023 public notice.

Cost-Sharing in the HBIA and HBIS Programs

Cost-sharing is a component of the emergency rulemaking for the HBIA and HBIS programs; however, HFS system programming to deduct the cost-sharing amounts from provider payment needs to be completed prior to providers implementing co-pays or coinsurance. Providers should not charge cost-sharing for this population until further notice and any cost-sharing that providers may have already collected must be returned to the customer.

HFS will issue a provider notice with implementation guidance when the necessary provider reimbursement programming is in place.
