Date:    April 8, 2020

To:       Enrolled Optometrists, Physicians, and Optical Supply Companies

Re:      COVID-19 Emergency-Related Delays in Spectacle Fabrication

The purpose of this notice is to inform providers of spectacle fabrication delays at Dixon Correctional Facility. This information applies to eyeglass orders for participants covered under the Department’s fee-for-service program and does not apply to orders for participants covered under HealthChoice Illinois managed care plans and the Medicare/Medicaid Alignment Initiative (MMAI) plans.

On March 27, 2020, Dixon Correctional Facility, where Medicaid participants’ eyeglasses are fabricated, went on administrative lockdown due to the COVID-19 emergency. During this time, HFS will continue to receive and handle paper HFS 1443 invoices and Optical Prescription Order forms, but they will not be processed until the COVID-19 emergency has ended and Dixon Correctional Facility resumes normal operations.

While it is currently unknown when fabrication will resume, an additional informational notice will be released to inform enrolled practitioners when operations will resume at Dixon. Providers are strongly encouraged to subscribe to Illinois Department of Healthcare and Family Services email notifications to be informed when new information is posted.

Questions regarding this notice may be directed to an optical billing consultant in the Bureau of Professional and Ancillary Services at 877-782-5565, option sequence 1, 2, 4, and 5.
