Re:      Temporary Rate Increase during COVID-19 Pandemic and Day Services Billing

 

Rate Increase:

This notice informs Intermediate Care Facilities for Individuals with Intellectual Disabilities (ICF/IID), and Medically Complex for the Developmentally Disabled Facilities (MC/DD) that a temporary rate increase is being implemented to address additional facility expenses associated with the COVID-19 pandemic.

The rate increase is in response to the closing of the Community Day Service programs and the resulting increased need by ICF/IID and MC/DD providers to provide 24 hour support for the individuals they serve.

Effective March 17, 2020, facility per diem rates will be increased by 20%.  This rate will be effective until April 15, 2020 with the possibility of expansion past this time as necessary.  Exceptional Care Tier 1, Tier 2 and Tier 3 rates will not be affected by this increase.

Rates will be entered into the State’s payment system within the next two weeks.  Claims for services paid prior to the rate changes being entered into the payment system will be automatically repriced and paid by the State.

Day Service Billing:

ICF/IIDs and MC/DDs should continue to bill for Day Services by entering the number of attended days in the month as the number of units/days associated with Revenue Code 0942.  If Day Service providers remain closed for an entire month, claims should continue to be submitted with a “0” being entered for attended days.  In order to maintain funding for Day Service providers, claims with zero attended days will be paid for the monthly scheduled amount.

The payments for Day Services will need to be passed on to the appropriate Day Services agency within 10 days as specified in administrative rule at 89 Ill. Adm. Code 140.646(d).
