Re:      Critical Access Pharmacies (CAP) Attestation Period Closure

Per Public Act 100-0587 and recently adopted rules at 89 Ill. Admin. Code Section 140.439, HFS is required to make quarterly payments to Critical Access Pharmacies (CAPs). This program began July 1, 2018, with the first payments in fiscal year 2019 to be made based on CAP-eligible claims for dates of service in the 4th quarter (April-June) of fiscal year 2018.

A Provider Notice dated March 8, 2019, instructed providers to attest to meeting the CAP criteria through the Department’s MEDI website. The purpose of this notification is to inform pharmacies that the attestation period for the quarters April-June 2018, July-September 2018, and October-December 2018 will close on April 19, 2019. The MEDI site will no longer allow attestation for the above-mentioned quarters after April 19, 2019.  After the attestation period is closed, pharmacies will no longer be able to attest that they meet the CAP payment requirements, and therefore will not be eligible to receive CAP payments for those quarters.

For policy questions regarding this program, please contact the Bureau of Professional and Ancillary Services at 877-782-5565. For technical questions regarding problems with the MEDI system, please contact the MEDI help desk at 888-618-8078.
