a $1.00 per hour wage increase for all direct support personnel and all other frontline personnel who are not subject to the Bureau of Labor Statistics' average wage increases, who work in residential and developmental training settings, with at least $0.75 of those funds to be provided as a direct increase to all aide base wages, with the remaining $0.25 to be used flexibly for base wage increases to the rate methodology for aides.
an increase sufficient to provide wages for all residential non-executive direct care staff, excluding aides, at the federal Department of Labor, Bureau of Labor Statistics’ average wage.
regional wage adjusters for facilities located outside of Cook, DuPage, Kane, Lake, McHenry, and Will counties should be no lower than 1.00, and regional wage adjusters for facilities located within Cook, DuPage, Kane, Lake, McHenry, and Will counties should be no lower than 1.15.
exceptional care rates for MC/DD facilities will be increased in an equivalent manner as the base rates.

This notice informs Intermediate Care Facilities for Individuals with Intellectual Disabilities (ICF/IIDs), Medically Complex for the Developmentally Disabled (MC/DD) facilities, and associated Developmental Training providers that the Department of Healthcare and Family Services (HFS) has received federal approval to implement the rate increases specified in Public Act 103-0588.
Rate increases include:
January 1, 2025, rates have been entered into the State’s payment system. HFS will systematically reprice claims that were paid at lower rates. Vouchers for the payment adjustments will be generated and sent to the Comptroller in late March or early April 2026. All new claims are being priced using the updated rates.

Please note that the rate increases and subsequent payment adjustments include developmental training service rates, as well. The payment adjustments for these services will need to be passed on to the appropriate developmental training agency within 10 days as specified in administrative rule at 89 Ill. Admin. Code 140.646(d).
