This notice announces the Department of Healthcare and Family Services (HFS) will allow the usage of transportation network companies (TNCs) as a type of non-emergency medical transportation (NEMT) provider. TNCs may begin the enrollment process effective November 1, 2023.
A TNC is an entity that uses a digital network or software application service to connect passengers to TNCs such as Uber or Lyft. During the COVID-19 public health emergency (PHE), TNCs were utilized by the HFS managed care organizations (MCOs) as an additional means to provide non-emergency transportation for their members. The planned inclusion of TNCs on a permanent basis provides customers an additional option to secure transportation services.
Provider Enrollment
NEMT services will be reimbursable to TNCs enrolled in the Illinois Medicaid Program Advanced Cloud Technology (IMPACT) provider enrollment system as follows:

Provider Billing
TNC services are billed using the 837 Professional (837P) electronic claim transaction.
