In May 2019, the Department of Healthcare and Family Services (HFS) established a process for Long Term Care (LTC) providers to request an “Advance Payment” if they were experiencing a financial hardship due to Medicaid eligibility determination issues. The process included a repayment agreement that directed the provider to submit 12 monthly installment payments on the 15th of each month, beginning in January 2020.
In the Provider Notice dated January 13, 2020, LTC providers were notified of an extension of the repayment start date to April 15, 2020. In the April 2, 2020 Provider Notice, HFS further extended the start date for providers to begin submitting repayments to July 15, 2020. The start date for repayments again was extended to August 15, 2020. While many providers have repaid their advance payments in full, some were placed on hold during the COVID-19 Public Health Emergency (PHE).
Providers with outstanding balances due will be required to restart payments on October 15, 2023. The balance due shall be paid monthly in the amount established in item 3 of the original Advance Payment Plan Agreement. Monthly payments shall be due the 15th of each subsequent month until the amount due has been repaid in full.
Amendment 3, which updates the repayment timeline, is available to download from your provider’s Advance Payment folder in LTC Exchange site. Please download the amendment, sign, and upload for HFS signature by August 15, 2023.
