​Re: Updates - Illinois Medicaid Program Advanced Cloud Technology (IMPACT) Provider Enrollment Services

This notice provides information regarding updates in the Illinois Medicaid Program Advanced Cloud Technology (IMPACT) Provider Enrollment Services. 

Federal regulations at 42 CFR 455.Subpart E outline the requirements for provider screening and enrollment in the Medicaid program. Illinois received approval under a Section 1135 Waiver to waive certain provider screening activities and temporarily enroll providers for the duration of the COVID-19 public health emergency (PHE).  The COVID-19 public health emergency (PHE) ended on May 11, 2023.

Effective May 12, 2023, providers designated as High or Moderate risk who submit a new application or modification in the IMPACT system, or who have a pending application or modification, must complete all federally required screening activities (42 CFR 455.450) before an approval can be granted, including completion of an onsite review.  Providers may identify their screening risk level (Limited, Moderate, or High) by reviewing the table of IMPACT provider types, specialties, and subspecialties found here.

Providers required to complete an onsite review will receive additional information on the process from HFS staff following receipt of the provider’s application or modification.  Providers may be asked to conduct this onsite review via a virtual platform. Completion of an onsite review may be delayed for providers who are not able to participate virtually. The effective date of a new application will not be prior to the date the onsite was conducted.

Call Center Hours

Effective July 12, 2023, IMPACT Provider Enrollment Services will temporarily ONLY be available to handle phone calls on Monday, Tuesday, and Friday between 8:30 a.m. and 5:00 p.m.  No phone calls will be received on Wednesdays and Thursdays to allow IMPACT staff time to address the backlog of applications and modifications.
