Re:      Physician Certification Statement (PCS) Not Required for Hospital-to-Hospital Non-Emergency Transports

 

 

 

This notice provides clarification regarding the Physician Certification Statement (PCS, form HFS 2270) and hospital-to-hospital non-emergency transportation. This information applies to participants covered under fee-for-service as well as HealthChoice Illinois managed care plans and the Medicare/Medicaid Alignment Initiative (MMAI) plans.  

 

By informational notice dated April 8, 2020, the Department stated that the PCS temporarily will not be required for prior approvals or claims. The PCS form has never been required for non-emergency hospital-to-hospital transports under the fee-for-service program because the transport does not require prior approval. This notice confirms that during this public health emergency, the PCS form will not be required for non-emergency hospital-to-hospital transport under any Medicaid coverage, whether fee-for-service, a managed care plan, or an MMAI plan.
