To:     Long Term Care Facilities - Intermediate Care Facilities for Individuals with Intellectual Disabilities (ICF/IID); Nursing Facilities eligible to be licensed Specialized Mental Health Rehabilitation Facilities (SMHRF); Medically Complex for the Developmentally Disabled Facilities and Community Integrated Living Arrangements (CILA)

 

Re:     Personal Needs Allowance (PNA) Increase Effective July 1, 2017

This notice informs providers that Public Act 100-0023 provides for the increase in the Personal Needs Allowance (PNA) to $60 per month effective July 1, 2017, for residents of:

 

  • Intermediate Care Facilities for Individual with Developmental Disabilities (ICF/IID) licensed under the Intellectual Disabilities/Developmental Disabilities Community Care (ID/DD) Act;
  • Specialized Mental Health Rehabilitation Facilities (SMHRF) licensed under the Specialized Mental Health Rehabilitation Act of 2013;
  • Community Integrated Living Arrangements (CILA) licensed under the Community Integrated Living Arrangements Licensure and Certification Act; and
  • Medically Complex for the Developmentally Disabled Facilities licensed under the Medically Complex Developmentally Disabled (MC/DD) Act.

 

Effective July 1, 2017, providers shall allow individuals residing in these facilities to retain up to $60 per month PNA from their gross income.

 

The Department of Human Services (DHS) Family Community Resource Centers and Medical Field Operations caseworkers are being informed of this change. The DHS caseworkers will complete any necessary budgeting calculations and make changes to the individual’s case record retroactively to the effective date. The CILA rate adjustments will be completed by the DHS Division of Developmental Disabilities.
