Dis-Enrollment of Health Alliance Connect Integrated Care Program (ICP) Enrollees

This Notice informs providers that Health Alliance Connect will no longer be part of the Medicaid Managed Care Integrated Care Program (ICP) after December 31, 2016.

Health Alliance Connect is ending its participation as a Medicaid managed care health plan in the mandatory managed care regions of Quad Cities and Central Illinois. The Department will dis-enroll Health Alliance Connect enrollees from the health plan in two groups, based on county of residence. The first group will be dis-enrolled from Health Alliance on October 31, 2016 and the second group will be dis-enrolled on December 31, 2016. The chart below provides County specific disenrollment dates.

As Health Alliance Connect enrollees are dis-enrolled from the ICP health plan, they will be in the regular Medicaid fee-for-service program for a brief period of time. Each individual will be provided with a 60-day enrollment choice period to select a health plan and primary care provider (PCP). If individuals do not pick a health plan and PCP during their 60-day enrollment choice period, they will be assigned to a health plan and PCP. While the individual is fee-for-service they will use their HFS medical card to access services and providers should bill HFS in accordance with the fee-for-service guidelines. It is imperative for providers to check MEDI during this period of time to determine if the individual is in fee-for-service or enrolled in their new health plan on the date of service. Once the individual has either picked or been assigned to a new health plan and PCP, their new health plan will mail them a member ID card and member handbook. The individual will begin to use their health plan member ID and access care coordination services from their new health plan and PCP on the enrollment effective date. 

While individuals are in fee-for-service and in the process of picking a health plan and PCP, they may need assistance in finding providers for their healthcare services. As such, individuals should be referred to the Illinois Health Connect helpline for assistance in finding a provider 1-877-912-1999 (TTY: 1-866-565-8577).

Health Alliance Connect is committed to assisting its members during this time of transition to minimize disruptions in care or access to services. Health Alliance Connect is also in the process of issuing health plan termination notices to each enrollee. A sample Health Alliance Connect health plan termination notice can be found on the Department’s Care Coordination webpage. Members with questions about this transition process should be referred to the Health Alliance Connect member services line through the end of the year.

In mandatory managed care regions where there are currently only two ICP health plan choices including Health Alliance Connect (Quad Cities and Central Illinois managed care regions), Meridian Health Plan will replace Health Alliance Connect as an ICP health plan choice. Meridian will begin to be included in ICP choice enrollment packets in December 2016, for January 1, 2017 initial enrollment effective dates.

Individuals in the mandatory managed care regions that are currently enrolled in an ICP health plan other than Health Alliance Connect will have an opportunity to switch health plans during their regular open enrollment period (based on anniversary date) and will remain locked-in to their current health plans until that time.
