Fiscal Year 2015 Long Term Care Provider Assessment
| To: | Long Term Care Nursing Home Providers |
| Date: | September 3, 2014 |
| Re: | Fiscal Year 2015 Long Term Care Provider Assessment |
Pursuant to Public Act 96-1530, long term care providers are to be assessed an amount equal to $6.07 times the number of occupied bed days due and payable each month. An "occupied bed day" is defined as the sum of all beds multiplied by the number of days during the month on which each bed was occupied by a resident, other than a resident for whom Medicare Part A is the primary payer. By law, this assessment cannot be billed or passed on to any resident of a nursing home.
Based on payments made to long term care providers, the department is requiring providers to file the monthly assessment reports and make assessment payments for the reporting periods of April 2013 through March 2014. Per statute, payments are due the last business day of the month for the assessment period. Although the Department could have required payment as early as July 31, 2014 for the reporting period of April 1through April 30, 2014, payment has been extended to September 30, 2014, for the July 2014 assessment period. Please note the remaining eleven monthly payments are due mid-month beginning with reporting period May 1 through May 31, 2014 for the August 2014 assessment period.
For a resident whose care is covered by the Medicare Medicaid Alignment Initiative (MMAI), Medicare Part A is considered the primary payer to the extent Medicare Part A would have been the primary payer in the absence of the demonstration. Enrollment of residents into MMAI are not expected to increase the tax burden on any nursing facility as these beds are counted as Medicare beds, and will not be charged the $6.07 assessment per day.
Providers will be notified of future reporting and payment requirements once the department analyzes ongoing legislative and budget constraints.
The purpose of this notice is to provide information on the reporting and payment requirements for fiscal year 2015. Please read the enclosed material carefully. The packet should include the following material:
