Medicaid LTC Eligibility Applications and Compliance Seminars

To: Long Term Care Facilities
Date: August 29, 2014
Re: Medicaid LTC Eligibility Applications and Compliance Seminars

As specified in PA 98-0651, passed this spring, all applications for Illinois LTC Medicaid eligibility submitted by facilities will be required to use the State’s Application for Benefits Eligibility (also known as ABE, abe.illinois.gov/abe/access/) beginning November 1, 2014.

In order to insure that facilities have the opportunity to learn how to use ABE for LTC applications, the State will be holding seminars in three locations around the state, with the seminar being offered at 9:00 AM and again at 1:00 PM in each location.

  • Each session will cover the same material.

  • One of the Springfield sessions will also be video-taped and will be posted on the HFS website for viewing online after the sessions are completed.

  • Thanks to the cooperation of the Health Care Council of Illinois, and LeadingAge Illinois, Continuing Education credits will be available for all sessions, as applicable.

  • Attendance at each of the six sessions will be limited to 100 people. Pre-registration is required. You can register to attend by visiting the HFS Long Term Care Changes ABE Pre-Registration webpage.

  •
    • September 16 at the Holiday Inn in Skokie (5300 W. Touhy Avenue, Skokie, 60077)

    • September 17 at Bobak’s Signature Events at Seven Bridges in Woodridge (6440 Double Eagle Drive, Woodridge, 60517)

    • September 23 at Illinois State Museum in Springfield (502 S Spring St, Springfield, 62706)

While these sessions will focus on using ABE to complete and submit applications for Medicaid Long Term Service and Support eligibility, as time permits they will also cover other topics of interest to nursing facilities related to Medicaid eligibility. There will be time for questions and answers, and representatives of DHS and HFS/OIG will also be present to answer questions. There is no charge for these seminars.

We also note a webinar was held on August 27 to acquaint facilities with the use of ABE. Almost 500 people participated. You can visit the HFS website to see slides from the Completing an ABE Application for LTC Facilities webinar (pdf). The HFS website also has an ABE Introductory Manual for Community Partners (pdf), and other resources available on the HFS Affordable Care Act webpage.

Again, facilities must use ABE to file applications on or after November 1, 2014 and, if you want to attend one of the in-person seminars, you must pre-register with HFS. You can register to attend by visiting the HFS Long Term Care Changes ABE Pre-Registration webpage.
