Re: Award Letter for Statewide Vendor SBHS Program
Local Education Agency Administrator:
This is an important message regarding your district's participation in the School Based Health Services Administrative Claiming Program (SBHS Program) and includes time sensitive information. To ensure this message is reaching the appropriate personnel, please forward this letter to the individuals within your district responsible for the management of your SBHS Medicaid administrative claiming.
The Department of Healthcare and Family Services (HFS) had notified LEAs in previous informational notices that it would be seeking a statewide vendor to assist in administering the SBHS Program on a statewide basis. HFS has contracted with Fairbanks LLC to serve as the statewide vendor for the SBHS Program, which, effective with the October – December 2009 quarter, will include a transition to a statewide Random Moment Time Study (RMTS) methodology. As a result, all LEAs participating in the program will utilize Fairbanks Web-based software, processes and support. In the coming days and weeks, Fairbanks will be contacting your district in regards to their implementation plans and training for such implementation. It is imperative that each LEA respond to the Fairbanks e-mails and requests on a timely basis to assist in a smooth transition to this new process.
In order to ensure that new program requirements are communicated effectively and that all LEAs are able to participate, Fairbanks will offer live and Web-based training session options over the next few weeks. The training sessions will provide an overview of program changes, transition to random moment time study, and upcoming timelines and due dates. A separate email with available training options will be sent to your district’s designated SBHS Program contact(s). Therefore, it is important that you provide the appropriate contact names and e-mail addresses to Fairbanks LLC. The Fairbanks Web site link to submit your district’s contact information is:

If you have any questions related to the Fairbanks training or program implementation, call 1-877-219-1343. For other questions regarding the SBHS Medicaid administrative claiming program, please call HFS staff at 217-782-3953. The department will provide additional information regarding the SBHS Program in a forthcoming provider notice. Thank you in advance for your assistance and prompt attention to this matter.
