Prior Approval Required for Non-Emergency Transportation for Long Term Care Residents

This notice reiterates Healthcare and Family Service’s (HFS) policy regarding prior approval for non-emergency transportation services for residents of long term care (LTC) facilities, when reimbursement for the transportation service is requested through HFS.
In an informational notice dated July 27, 2007, HFS advised providers effective October 1, 2007, prior approval would be required for non-emergency transportation for LTC residents.
Claims submitted for these services must include the prior approval number, which is the First Transit request tracking number. If the prior approval number field on the claim form is blank, or if the prior approval number submitted does not match the prior approval number on the department’s system, the claim will reject for X73, Missing/Invalid Prior Approval Number.
HFS contracts with First Transit, Inc. to administer the Non-Emergency Transportation Services Prior Approval Program (NETSPAP). Questions regarding the prior approval process for non-emergency transportation should be directed to the First Transit Provider Line at 1-866-503-9040. Questions regarding billing should be directed to the Bureau of Comprehensive Health Services at 1-877-782-5565.
