To: All Medical Assistance Program Providers
Date March 19, 2025
Re:
Updates to the Illinois Medicaid Crisis Assessment Tool (IM-CAT)

This notice informs providers of the release of an updated version of the Illinois Medicaid Crisis Assessment Tool (IM-CAT).The IM-CAT is the Department’s approved tool required for use by providers delivering the service of Mobile Crisis Response (MCR). The updated version of the IM-CAT incorporates feedback provided by the Illinois Medicaid Comprehensive Assessment of Needs and Strengths (IM+CANS) workgroup and aligns the IM-CAT with the 2024 version of the IM+CANS.

The updated version of the IM-CAT can be found on the Healthcare and Family Services’ (HFS) IM+CANS webpage.

Transition to the Updated IM-CAT

Providers billing for MCR services must transition to using the updated version of the IM-CAT by May 1, 2025. Providers with concerns or challenges related to this implementation timeframe should notify HFS by emailing HFS.IATP@illinois.gov. HFS will provide additional guidance once contacted.

Staff completing the IM-CAT are NOT required to re-certify before using the updated version of the IM-CAT; staff should re-certify whenever their existing annual certification is expiring.

For Designated Service Area Providers of Mobile Crisis Response who are required to enter IM-CAT data into the Crisis Reporting System (CRS), HFS anticipates updates to CRS will be made to incorporate the changes to the IM-CAT no later than May 1, 2025.
