Electronic Visit Verification (EVV) – Change in Caregiver Social Security Number Requirement

The purpose of this notice is to update providers on requirements related to the Electronic Visit Verification (EVV) system. Previously, the identification of a caregiver in the EVV system was obtained with only the last four digits of the caregiver’s Social Security Number (SSN).

Effective immediately, all agency providers of Medicaid-funded Home Health Care Service (HHCS) and Personal Care Service (PCS) subject to EVV requirements will have 90 days to identify caregivers within the EVV system using the caregiver’s full nine-digit SSN, rather than only the last four digits of the SSN.

This change aligns with national EVV best practices to assist in reducing Medicaid fraud, waste, and abuse. In addition, this will help ensure that multiple profiles are not created.

The deadline for updating caregivers with the nine digits of the caregiver’s SSN is October 17, 2024. This is applicable to agencies using the HHAeXchange solution and agencies transmitting EVV data to HHAeXchange from third-party EVV systems. 

       ·Agencies using the HHAeXchange solution will need to update caregiver profiles within the HHAeXchange system. 
       ·Agencies using third-party EVV systems must update existing caregiver profiles to include a valid nine-digit SSN via the Application Programming Interface (API) and send new records with this to HHAeXchange going forward.
