​Re: Change in Effective Date for Medicaid Percentage Adjustment (MPA) and Medicaid High Volume Adjustment (MHVA)

This notice serves to notify providers that the Department of Healthcare and Family Services is working through the administrative rules process to effectuate the following changes to the timing of the MPA and MHVA add-on programs:

· The data collection period for the Medicaid Inpatient Utilization Rate (MIUR) will remain the same and the MIUR determination will continue to occur each October 1.

· Current Rate Year 2023 MPA and MHVA rates will remain in effect through December 31, 2023.

· Rate Year 2024 rates will be published prior to October 1st, and will be effective for dates of service January 1, 2024, through December 31, 2024.

·Each subsequent rate year determination and effective dates of the rates will follow this schedule.

· Disproportionate Share Hospital (DSH) rates will continue to be effective on a federal fiscal year basis.

 

This change will allow for appeals of MPA and MHVA rates to be completed prior to the effective date of any rate changes and lessen the need to adjust claims paid prior to the completion of all appeals.
