​Re: Draft Request for Qualifications (RFQ) for Medicaid Preventive Care and Education Organization (MPCEO) 

The Illinois Department of Healthcare and Family Services (HFS) is seeking public comment on its draft Request for Qualification (RFQ). This RFQ is designed to solicit proposals from interested providers to operate a Medicaid Preventive Care and Education Organization (MPCEO). Public Act 102-0699 requires HFS to establish and implement a Managed Primary Care Demonstration Project to provide primary care services that are focused on preventive rather than curative care to persons who reside in underserved communities that lack accessible health and medical services.

Before releasing a final RFQ for bid, HFS is providing an opportunity for stakeholders to provide public comment. HFS welcomes comments on any section of this RFQ but is especially interested in feedback on the following content:

·Section 4 – Service Areas: The communities identified in this section represent communities and/or zip codes that scored higher on the Social Vulnerability Index and are not currently served by an HFS funded Healthcare Transformation Collaborative.

·Section 5 – Service Requirements: This section was developed based on what was outlined in Section 12-4.56 of Public Act 102-0699. HFS seeks stakeholder input on the types of services included. Are these the types of services needed in underserved communities? What uptake may be expected by community members? Are there other preventive services that should be included?

·Section 11 Ownership and Minority Participation: As written, the draft RFQ requires awards be directed to Minority Owned Business. Should HFS also allow for non-profit organizations with Minority Leadership/Boards or should awards be restricted to businesses?

Any interested party may submit questions or comments concerning the draft RFQ, which was published with a Public Notice on August 8, 2023. All questions or comments must be submitted by September 7, 2023, and addressed to:
