Possible online services disruption due to Internet related outage

A worldwide technology outage is causing disruption to some State of Illinois online systems.  We are aware of this issue and are diligently working on restoration.

​Re:  Updated Primary Agency Security Administrator and Agency Security Administrator Information for Migration to New Application for Benefits Eligibility Access and Multi-Factor Authentication Process

This notice informs all Long Term Care (LTC) providers that the State of Illinois will soon be introducing a new way for Application for Benefits Eligibility (ABE) users to log in to their accounts.

This new login, which includes a Multi-Factor Authentication (MFA) security process, is called ILogin for customers and Illinois Partner for logging into the ABE Provider Portal. The goal is to improve protection of private information. The Illinois Partner application uses the latest security tools to protect information and reduce the chance that someone other than the Provider user is able to access data in ABE.

In preparation for the migration of Provider accounts, an updated record of a designated Primary Agency Security Administrator (PASA) and a backup Agency Security Administrator (ASA) for all Providers that access the ABE Provider Portal is needed. This is a requirement for your organization to continue using the ABE Provider Portal. Please complete the PASA form for all sites that will have their own PASA/ASA.

In the new process, the PASA or their designated ASA, will need to enter Provider Portal User Access Request information on an App called SecZetta (not enabled yet). This is necessary for all users at their organization requesting access to the ABE Provider Portal. Current, active users from Provider Portal organizations will be migrated by technical staff in advance of the Go Live of this new process. Active users are those who have logged into their ABE account within the past year. The projected Go Live for this new process is Fall 2023. Users will then receive an email with instructions on how to complete registration on their Illinois Partner account.

Below are the steps for the new process:

 

1.    Primary Agency Security Admin (PASA) or backup ASA accesses SecZetta.

2.    PASA/ASA enters user information for each new employee that needs to register for access to the ABE Provider Portal.

3.    PASA/ASA uploads the 1706p form for each  employee when entering the user request.

4.    An alert is sent to a Healthcare and Family Services (HFS) staff person to review the access request.

5.    Once HFS approves the request, an activation email is sent to each User to complete Illinois Partner registration.

6.    After the user has completed registration and set up MFA, they need to follow registration steps in ABE.

7.    Provider/Agency PASA or ASA will then need to approve the user in ABE. The HFS Global Security Administrator (GSA) will continue to be the approver for the PASAs. There is no change in this process.
