​Re: One-Time Directed Payments for Community Mental Health Services - Payment Process

Pursuant to PA 102-1118, the Department has sought federal approval and is moving forward with issuing a one-time directed payment to providers of community mental health services. The Department has posted the calculations for the one-time directed payments on its community mental health reimbursement webpage under the section titled “Directed Payment Reports.”

The one-time directed payments will be paid to providers directly by the HealthChoice Illinois Managed Care Organizations (MCOs). To facilitate the payment process, providers must take the following two steps:

1) Review the Department’s posted one-time directed payment calculation report to determine if the provider is eligible to receive a one-time directed payment.

2) If eligible for payment, the provider must prepare and submit the following information to the Department via email at HFS.BBH@illinois.gov:

     a. The Community Mental Health Directed Payment Form.
     b. A current W-9, as the MCOs will be responsible for issuing 1099 forms for these payments.

Once both documents are received, the Department will share the information with each of the MCOs on the provider’s behalf. The MCOs will then issue the payment to the provider. The MCOs will be tracking when and where payments are sent and will be able to provide this information upon request.

Please note: payments cannot be issued until Steps 1, 2a, and 2b indicated above have been completed by the provider.
