Crisis and Referral Entry Services (CARES) Telephone Response Service Transition to Integrated Eligibility System (IES)

The purpose of this notice is to inform providers that the Crisis and Referral Entry Services (CARES) telephone response service will transition to the Integrated Eligibility System (IES) on September 26, 2016. As a result of this conversion, there will be a delay in the CARES system’s ability to authorize Screening, Assessment and Support Services (SASS) eligibility segments, or HFS Social Service segments, for youth with ”begin” dates of service from September 20, 2016 through September 25, 2016. The CARES system will authorize SASS eligibility segments for this time period on September 26, 2016.
Hospitals and community mental health providers must continue to utilize the CARES service during this transition period as the CARES service will remain operational. For youth referred to CARES as new clients, the CARES service will issue a letter of Temporary Service ensuring three (3) days of coverage for the consumer.
In addition, providers should also anticipate a delay during this time period when attempting to confirm SASS eligibility for youth via the Electronic Data Exchange vendors, Recipient Eligibility Verification (REV) system, the Automated Voice Response System (AVRS), and the Medical Electronic Data Interchange (MEDI) system.
For this transition period, hospitals and community mental health providers are encouraged to postpone the submission of claims which include dates of service September 20, 2016 through September 30, 2016 until they are able to verify the youth’s HFS Social Services eligibility is in place for the dates of service.
Additionally, the CARES service will not be able to complete transactions in IES to authorize SASS eligibility for youth after 7:00pm on weekdays and on weekends. As a result, hospitals and community mental health providers will not be able to view “real time” HFS Social Services eligibility data for youth after 7:00pm on weekdays and on weekends.
