Provider Notice Issued 11/13/2019

Date:    November 13, 2019

To:       Family Support Program Residential Service Providers

Re:      Update of Billing Policy Effective November 1, 2019

This notice informs providers that the Department of Healthcare and Family Services is updating billing policy for providers of Family Support Program (FSP) Residential Treatment Services.

Current policy prevents FSP Residential Treatment Providers enrolled as Provider Type 100 from billing beyond the sixth 30-day claim period. These providers must hold any subsequent claims for submission until the youth is discharged from the residential treatment facility.

Effective November 1, 2019, providers will not be required to hold claims that are beyond the sixth 30-day claim period. Residential Treatment Providers may bill with no delay for reimbursement of all services that are rendered from the time of admission to the time of discharge from the facility.

FSP Residential Treatment Providers will be granted a timely filing extension for services rendered between July 1, 2018, through June 30, 2019. Claims for these dates of service must be received by the Department by April 26, 2020 to receive the timely filing extension.

Questions regarding this notice may be directed to the Bureau of Behavioral Health at hfs.bbh@illinois.gov or 217-557-1000. For technical assistance in submitting claims to the Department, please contact an institutional billing consultant in the Bureau of Hospital and Provider Services at 877-782-5565.
