Re:      Chapter K-200, Handbook for Hospice Agencies

Hospice Billing Change Regarding CBSA Code 14 Effective with Dates of Service on and after November 1, 2019

This bulletin informs hospice agencies of a billing change related to Core-Based Statistical Area (CBSA) code 14 on hospice claims. This billing change is effective with dates of service on and after November 1, 2019 and applies to claims for participants covered under traditional fee-for-service as well as those covered under a HealthChoice Illinois managed care plan.

All Illinois counties and their assigned CBSAs are identified on the Department’s website. Per the Centers for Medicare and Medicaid Services’ Medicare Hospice Wage Index, CBSA code 14 denotes hospice services furnished in counties designated as Rural. The Department has accepted claims with multiple-digit variations on 14 to represent this CBSA, but to bring consistency in claim completion and editing to Form Locators 39-41, hospice agencies must begin preparing claims using a five (5)-digit field as 99914.

New Error Code Effective November 1, 2019 Associated with this Change:

K21 – CBSA Code 14, 1400, or 14000 should be 99914.

This billing change has been incorporated into Appendix K-2 of the Handbook for Hospice Services. Questions regarding this bulletin may be directed to the Bureau of Hospital and Provider Services at 877-782-5565.
