Re:      Required Staffing Plan for Nursing Facilities

Public Act 101-0010 requires Healthcare and Family Services (HFS) to establish a per diem add-on to nursing facilities direct care per diem rate for the purpose of addressing staffing needs.  HFS has implemented this requirement by incorporating a $4.55 per day add-on to each facility’s nursing rate.  Future qualification for this add-on payment will be dependent on compliance with required minimum staffing levels.

 

Implementation of the staffing add-on payment requires facilities to file quarterly reports documenting compliance with an annually approved staffing plan.  The purpose of this notice is to provide a staffing plan template that will allow providers to establish a base line and specific targets for future compliance.

 

HFS staff will provide training on the Staffing Plan via a webinar on Thursday September 26, 2019 from 1-3 pm.  Providers can register at the following link:

In addition, LTC associations will sponsor events in which HFS will be present to provide training on the Staffing Plan.  These events are open to all nursing facilities and are scheduled for the following dates and locations:

 

September 24, 2019 – 1-3 pm - Northfield Inn, Suites and Conference Center – 3280 Northfield Drive, Springfield IL – register with the Illinois Health Care Association.

Decisions still need to be made that will affect the staffing plan, but the attached template will be the form that will be required to be filled out.

 

 

In addition to the Staffing Plan, HFS will use these training opportunities to update providers on the Rejected TAN Review process as well as answer questions regarding billing and eligibility.
