Re:       Better Care Illinois Behavioral Health Initiative: Intensive In-Home Pilot Program

 

The purpose of this notice is to inform providers of the Better Care Illinois Behavioral Health Initiative: Intensive In-Home pilot program.

 

In May 2018, the Illinois Department of Healthcare and Family Services (HFS) received approval of its 1115 Waiver request. The Waiver authorizes the state to receive Federal Financial Participation (FFP) for a series of pilot programs designed to provide a continuum of services to treat addictions to opioids and other substances as well as other behavioral health conditions. The programs and related innovations are known as the Better Care Illinois Behavioral Health Initiative.

 

The Intensive In-Home pilot program will be launched on October 1, 2018.  This pilot is designed to offer in-home, team-based, clinical and supportive services to children ages 3-21 with complex behavioral health needs.

 

The pilot services may be provided by entities who are enrolled with HFS as a Community Mental Health Center (CMHC) or a Behavioral Health Clinic (BHC) and who are utilizing the IM+CANS instrument in the delivery of Integrated Assessment and Treatment Planning (IATP) services.  These services must be delivered by a team consisting of a Licensed Practitioner of the Healing Arts (LPHA), a Qualified Mental Health Professional (QMHP), and a Mental Health Professional (MHP).  The child’s treatment team will work collaboratively with the child and family to develop and implement a clinical intervention plan. 

 

HFS will be presenting webinars to provide additional information on the design and implementation process for the Intensive In-Home pilot.
