Re:     Homemaker Service and Enhanced Reimbursement Rate Increase and Methodology Change Effective August 1, 2017

This notice is to advise that on December 26, 2017, HFS received formal approval from federal CMS for three 1915 (c) Home and Community Based Waiver amendments submitted last fall for the Aging/Elderly, HIV/AIDS and Persons with Disabilities waivers.

These waiver amendments were necessary to implement provisions contained in Public Act 100-0023 requiring that the enhanced rate paid to homemaker providers offering health insurance coverage as a benefit to their direct service worker employees “shall be adjusted using actuarial analysis based on the cost of care.” The amendments provided for a homemaker service rate increase to $18.29 per hour, with an enhanced rate for those providers offering health insurance coverage equal to an additional $1.77 per hour.

Managed Care Organizations (MCOs) are required to pay these rate increases effective August 1, 2017.
