Information Regarding the Implementation of the Personal Needs Allowance (PNA) Increase Effective July 1, 2017

This notice provides important information regarding the implementation of a PNA increase up to $60 per month for Medicaid-eligible residents of the facilities types listed above.  This increase is authorized by Public Act 100-0023 and is retroactively effective to July 1, 2017.  A Provider Notice related to this subject was previously distributed on August 29, 2017.  This change does not include residents of Nursing Facilities.

To ensure the Department of Human Services (DHS) is able to accurately identify residents of these types of facilities effective 10/1/2017, additional information must be provided when facility staff submits admissions electronically through the Medical Electronic Data Interchange (MEDI) or other EDI vendors.  Facilities should include their facility Provider Type and the resident’s Category of Service (COS) using the “Remarks” field in the “Remarks Section” of the “Admission” screen.

  1. Intermediate Care Facilities for Individuals with Developmental Disabilities and Medically Complex for the Developmentally Disabled Facilities

    1. Provider Type: 029

    2. COS:

      1. 073 - Intermediate Care Services for Individuals with Intellectual Disabilities

      2. 074 - Medically Complex for the Developmentally Disabled Services

      3. 076 – Specialized Living Center

  2. Specialized Mental Health Rehabilitation Facilities

    1. Provider Type: 038

    2. COS:  071 – Intermediate Care Services

Providers that are uncertain of their Provider Type should review their Provider Information Sheet or log into MEDI and select “Manage My Account” in the upper left hand corner of the screen.  The screen will display the facility name on the left side of the screen under “Business Name” and the Provider Type on the right side of the screen under “Business Type.”

If a provider has multiple facilities they will all be displayed under “Business Associations”.  The provider should check for the Provider Type on the line of the specific facility they are working with.

DHS caseworkers will be instructed to look for the Provider Type and COS provided in the “Remarks” field to determine if the resident’s PNA should be increased.
