The Disproportionate Share (DSH), Medicaid Percentage Adjustment (MPA), and Medicaid High Volume Adjustment (MHVA) determinations were originally published on the HFS website on September 22, 2014. After this publication, the department discovered an error in the calculation of six hospitals’ Medicaid inpatient utilization rates (MIUR), which resulted in the overstatement of their MIURs. While all other hospitals’ MIURs did not change, the correction to these six hospitals resulted in a lower statewide mean MIUR, which in turn affected the qualifying standards for all three programs, as well as some MPA and DSH rates.

The department has published the adjusted rates on the DSH webpage Hospital Reimbursement Notifications. Please note the following:

  • The letters dated October 22, 2014 supersede those dated September 22, 2014.

  • The appeal deadline has been extended.

  • The department will honor appeals previously submitted.

  • Any claims that have been processed with the incorrect rates will be adjusted by the department.
