The Health Information Technology for Economic and Clinical Health Act (HITECH Act) is part of the American Re-Investment and Recovery Act of 2009. Section 4210 of this act established an Electronic Health Record (EHR) Provider Incentive Payment (PIP) program, which allows Medicaid to pay an incentive to Eligible Hospitals (EHs) that adopt, implement, and meaningfully use certified EHR technology.

The Illinois Department of Healthcare and Family Services (HFS) launched the HFS EHR PIP program effective September 5, 2011, which allows providers to register for the incentive payment at the federal Centers for Medicare and Medicaid Services (CMS) Web site:

The attestation application is now available to EHs who have registered at the federal CMS web site above and have met the pre-requisite HFS criteria. EHs can access this attestation application via the HFS Medical Electronic Data Interchange (MEDI) Web site. Initial incentive payments will be made in February 2012.
