Important Addendum
This addendum, issued by HFS on May 12, 2009, is now considered part of the April 28, 2009 notice regarding the Psychiatric Residency Certification Requirement.
Effective Date Change
The effective date limiting group psychotherapy to physicians who have completed a psychiatric residency program has been changed to August 1, 2009. Physicians planning on rendering group psychotherapy as of August 1, 2009, must return their HFS 3882 and accompanying documentation to the department prior to August 1st. Billing for group psychotherapy services for dates of service on or after August 1, 2009, without having an HFS 3882 on file with the department, is prohibited.
The department recently filed administrative rules regarding policy changes for group psychotherapy sessions and an expansion of telehealth services. The rulemakings set forth the provider and service requirements that must be met in order to be eligible for reimbursement from Healthcare and Family Services (HFS).
The administrative rule for group psychotherapy is scheduled for adoption at the May 19th meeting of the Joint Committee on Administrative Rules (JCAR). Effective with dates of service June 1, 2009 and after, group psychotherapy will only be covered when the physician personally rendering the service has completed an accredited general psychiatric residency program. Additional information on the policy changes for group psychotherapy will be sent to providers following the May 19th JCAR meeting.
The department’s expanded telehealth services policy will include telepsychiatry. Telepsychiatry will only be covered when the physician personally rendering the service has completed an accredited general psychiatric or a child/adolescent psychiatric residency program. Providers will be advised of the effective date for telepsychiatry, once the administrative rule is adopted.
Physicians intending to provide group psychotherapy or telepsychiatry services to participants of HFS’ medical programs, must complete and return the HFS 3882, Psychiatric Residency Certification included with this notice by May 29, 2009. In addition to the HFS 3882, a copy of the accredited residency completion certificate or a letter from the residency program verifying completion is also required.
