MDS-based Reimbursement Methodology – Endurance/Functional Ability Assessment

Effective January 1, 2007, in conjunction with implementation of the Minimum Data Set (MDS)-based reimbursement methodology, nursing facilities will be required to complete the enclosed Endurance/Functional Ability Assessment (hereafter referred to in this notice as “assessment”) on a quarterly basis for those residents who are on two or more restorative programs.

 

For residents who are on two or more restorative programs prior to January 1, 2007, facilities are to complete the assessment with the next quarterly MDS due on the resident after January 1, 2007.

 

For residents who begin two or more restorative programs on or after January 1, 2007, an initial assessment must be completed when the resident start the programs with quarterly assessments completed thereafter beginning with the next quarterly MDS due on the resident.

 

If documentation in response to any of the information required on the assessment is available in other parts of a resident’s record, the department will accept copies of that information if it is attached to the assessment, and appropriately identified. The facility must ensure that the documentation copies attached to the assessment cover the applicable time period of the restorative programs of the previous quarter’s restorative programs.

 

As stated in the Resident Assessment Instrument (RAI) manual, a quarter is defined as 92 days from the date of the previous assessment.
