The Department of Healthcare and Family Services is pleased to announce an expansion to its Advanced Practice Nurse (APN) policy. The administrative rules for the department’s new APN policy can be found on our Web site at: http://www.hfs.illinois.gov/lawsrules/
Please refer specifically to 89 Ill. Adm. Code 140, Sections 140.400, 140,435, 140.436 and 140.924.
Effective January 1, 2006, all Certified Nurse Practitioners (CNP) and Clinical Nurse Specialists (CNS), may enroll with the department. With the exception of psychiatric services (CPT code range 90801 through 90899), which must be rendered by a physician, all services rendered by an APN on or after January 1, 2006, will be reimbursed at 100 percent of the physician’s rate. In addition, APNs may now enroll as a primary care provider under the Maternal and Child Health (MCH) program. Information regarding the MCH program can be found at:

As a primary care provider under the MCH program, APNs will be eligible for the enhanced rate paid for select maternal and child health services. APNs currently enrolled who want to become a primary care provider under the MCH program will be required to complete an MCH Primary Care Provider Agreement. The agreement can be found on the department’s Web site at:
