Discontinuance of HIPAA Contingency Plan

To: Non-HIPAA Compliant Providers
Date: June 16, 2005
Re: Discontinuance of HIPAA Contingency Plan

Blue Cross/Blue Shield (BC/BS) THIN of Illinois, the clearinghouse, has notified the department that effective January 1, 2006, they will no longer accept electronic claims in the NSF or UB92 flat file formats.

Additionally, Blue Cross/Blue Shield (BC/BS) THIN of Illinois has indicated that providers continue to transmit NSF or UB92 (non-compliant HIPAA) electronic formats. The department is encouraging providers to intensify their efforts to convert to the HIPAA-compliant (837) transactions on or before January 1, 2006, in order to not disrupt the processing of your claims. Effective January 1, 2006, electronic claims transmitted by BC/BS THIN to the department will be rejected if they are not received in a HIPAA-compliant (837) format.

Please remember, you can register to receive e-mail notification when new provider information has been posted by the department by going to the following IDPA Web site:

It is the responsibility of each provider to ensure that all material related to changes in the department's billing procedures, handbooks, etc., is shared with their software vendor, corporate help desk or information systems area.
