Payment for Day of Death

Beginning July 1, 2003, the department is no longer paying the Medicare co-payment rate for an eligible resident who is in Medicare status on the day of death. Medicare does not reimburse a long term care facility for the day of a resident's death, therefore, the department will no longer pay the Medicare co-payment rate for that day. In accordance with the department's rules, payment will be made at the Medicaid rate for a day of death that occurs in the facility or while the resident is on a payable bed reserve.
This policy will impact transactions made to the Recipient Data Base after July 1, 2003, regardless of the service month. For example, if a death date of January 1, 2003, is added to the system after July 1, 2003, for a resident who was in Medicare status, the new policy will apply.
Facilities should continue to submit notification of changes in a resident's status in accordance with 89 Illinois Administrative Code 140.513, Notification of Change in Resident Status.
