Discounting of Activity Code C- Identification and Referral to Access Medicaid/Kidcare

​Re: ​Discounting of Activity Code C- Identification and Referral to Access Medicaid/Kidcare

Administrative outreach activities claimed as Code C1(non-SPMP) and/or Code C2 (SPMP) will be discounted for costs incurred in the October 1 – December 31, 2002 quarter and after. This discounting is being implemented as a part of the Department's on-going negotiations with the Centers for Medicare and Medicaid Services.

The Department will be using the following formula for discounting:

(C1 & C2 costs) * (1-(total number of students with IEPs/IFSPs) / (total number of students)

The new discounting formula is not included in your current claiming software and will be implemented by the Department when claims are received. Please continue to submit administrative claims using existing instructions. Department technical staff will work with you to update your LEA's claiming history in order to reflect these Department initiated modifications.
